Yes, it would be cheating, like hiding cards up your sleeve in poker or using rigged dice. Good luck proving it, though.

They already say that counting cards is cheating, so I'm sure that they would frown upon time travel as well.

Well, I think that winning the lottery would be a secondary issue because having a time machine is more important and dangerous for everyone.

Yeah, I'm pretty sure time travel itself would have to be illegal/strictly regulated if it actually existed. Lottery fraud would be the least of our worries.

If it exist, only few of powerful Government Official know of the existence... So, it wouldn't be consider illegal! :p
