Anno Domini 2314, 2 years after the final confrontation with the Innovators and A-LAWS, the earth became peaceful under the new Federal government. The Earth Federation decided to treat the Celestial Being as an ally, and hoped to work with them to insure world tranquility. During all these time, mankind had no idea on what darkness lies ahead of them in the future. Shadow Reborns, one of Setsuna's friend when he was young, decided to declare war against the whole humanity. Just like Setsuna, Shadow is a genuine Innovator. He believed that it is impossible for people to understand each other without conflict. When Shadow was young, he suffered from tragedies of war. The only way for humans to understand each other, he believed, is through experience and pain. He thought that humans will become more mature and wise through understand pain, just like the way he did. As a result of this, Shadow created an organization called the Divine Innovators. The Divine Innovators only had one goal: to create an all-out war that would destroy humanity.

Gundam 00 Movie: "Childhood of Humankind End"
The Innovators are a group of augmented cybernetic humans and living bio-terminals to Veda formed by Ribbons Almark. Supposedly essential to Aeolia's plan, Ribbons claims that they are "the future of mankind". Considered to be existences that surpass normal humans, they are beings created through means of heavy gene manipulation and nanotechnology by Celestial Being scientists. They are characterized by their advanced ability to use quantum brainwaves and directly interface with Veda, as well as their agelessness and androgyny (mixed male/female characteristics).

Ribbons Almark was the assistant to Celestial Being agent/observer Alejandro Corner in season 1 of Gundam 00. Alejandro used Ribbons cybernetic and technical capabilities to help him gain control of Veda. After Alejandro's failed attempt to conquer the world, Ribbons has taken his personal agenda into action. In season 2, he has secretly created his own private group called the Innovators. During and A-Laws attack against a Kataron rescue mission, Exia turned up. Ribbons, who was seeing things through Louise Halevy's eyes, was pleased. After Exia was saved by Seravee, Ribbons had a visit from Wang Liu Mei, who informed him about the Ptolemaois 2's location. However, he saw a new system displayed by 00 Gundam, the Twin Drive, another secret that Aeolia hid from everyone else, which enabled Setsuna to defeat the A-Laws mobile suits.
Ribbons sends Ali Al-Saachez to destroy Azadistan, forcing the Middle East to join the Federation.
When Tieria came to a Federation banquet in a female disguise, Ribbons asked "him" to dance. As they danced, Ribbons offered "access rights" to Veda, which surprised Tieria to make him trip but Ribbons caught him. Afterwards, in Ribbon's room, he revealed that Celestial Being - including Tieria - were suppose to be destroyed four years ago. Tieria comes to the revelation that it was Ribbons who disabled the TRIAL system and gave away the GN-Xs to the UN. He considers Aeolia's plans wrong and plans on following what he believes in. Ribbons laughs, saying that Tieria has been influenced by Lockon Stratos too much that he is now a "stupid human". Furious, Tieria pulls out a gun only for Hiling Care to shoot it out of his hands, forcing him to flee.
Later, Ribbons blames Regene for "ruining" the party; Regene counters that they could've turn over to them. Ribbons smirkly says he wants Celestial Being to oppose them. He is certain that Revive will prove Gadessa's superiority in battle.
Ribbons later deployed Memento Mori, a massive superweapon that can fire anywhere, which he says will "unify" humanity. Suddenly, he senses Revive and Bring Stability's defeat at the hands of 00 Raiser. Wang tries to comfort him but he instead slaps her, calling her a "greedy little girl". Ribbons telepathically contacts Bring, informing that he's sending Hiling and Divine to assist them in capturing 00 Raiser.
After Celestial Being had destroyed Memento Mori, Ribbons dispatched his Innovators to intercept Ptolemy 2 and destroy it as payback. However, the ship managed to enter the atmosphere and land safely. Ribbons also had Ali lure Setsuna to Krugis, where he properly introduced himself to the Meister as his savior and 0 Gundam's pilot. He asks Setsuna to hand over 00 Raiser, as he was originally suppose to pilot the machine, but Setsuna refused, bringing up his gun but was shot in the shoulder by Ali. Ribbons then allowed Ali to toy with Setsuna. Later, Ribbons senses Bring's defeat at Tieria's hands.
In episode 17 he once again orders the use of Memento Mori to suppress Hank Hercules's Orbital Elevator coup. The elevator is destroyed, resulting not just in the death of thousands of people trying to evacuate but also endangering the lives of those living in nearby cities. In that same episode, in a conversation with Regetta, Ribbons claims that humans, with their limited lifespans, are incapable of learning from their past mistakes are therefore bound to repeat them. Such was the reason Aeolia created the Innovators, claims Regene, to which Ribbons replies he alone had been created by Aeolia and then proceeded to create them. Therefore, he self-appoints himself as ruler of the world.
Final Confrontation
After claiming once again that he is "The Creator" and revealing to Regene that he is aware of his treachery, as well as creating a clone of himself for the moment Regene actually tries to kill him, Regene loses his temper, kills the clone, and was about to shoot him in the head when Ali Al-Saachez kills Regene off. Ribbons then unveils the Celestial Being, a massive colony-type mothership built by Aeolia to use in the event that humanity will encounter other intelligent life who might be hostile towards them. He uses the ship's weapons to annihilate an entire A-LAWS fleet, prompting Ptolemy 2 moving towards the fortress. However, they were caught off guard by the GAGA Forces, who were all equipped with Trans-Am. However, Tieria located Ribbons in Veda's core, saying that Ribbons is not the one to decide humanity's future. Tieria declares that they are Innovades, artificial beings meant to bring about the existence of the true Innovator, which is Setsuna. However, Ribbons states that he has transcended Innovades and true Innovators, promptly shooting Tieria several times.
Suddenly, when Setsuna/00 Raiser unleashes Trans-Am Burst, Innovade quantum brainwaves were disrupted. Ribbons couldn't understand what was happening until he heard Regene's voice, stating that he won't allow things to his way. He then severed his link to Veda as Tieria awakens, remotely activating Seraphim Gundam's TRIAL Field, shutting down all GAGA forces.
Refusing to let his plans fail, Ribbons deployed in his personal mobile suit and critically damaged Seraphim, before turning his sights to Setsuna/00 Raiser. The latter accused him of playing God; Ribbons counters that he is God, as he desires to rule over humanity, or they will continue to struggle and eventually perish. The two begin to fight and only Setsuna's quick maneuvering enabled him to avoid the Reborns Cannon's deadly armaments. Ribbons then revealed that his suit can switch into a Gundam-like form, which is powered by a pseudo Twin Drive System. Ribbons' own skills proved to even outmatch Setsuna's before the other Innovades came to assist him. However, Setsuna was also back-uped by his fellow Meisters, who kill the other Innovators. Even Ptolemy 2 pushed into the fray, firing smoke missiles to give Setsuna an opening. But in the duel, Ribbons is able to steal one of the original GN Drives from 00 Raiser. Though he was pleased by his victory, the Reborns Gundam has received too much damage. Ribbons then spotted 0 Gundam drifting out of Celestial Being's hanger. Attaching the GN drive to his original Gundam, Ribbons went out to finish off his adversary. But when he comes upon 00 Raiser, he finds that the other solar furnace was missing, installed in a repaired Gundam Exia. Ribbons dueled against his foe but ultimately lost on the Moon's surface.

Regene is shown to be working with the Innovators, often being seen close by Ribbons' side. Curiously, he was absent from the Innovator lineup at the end of the first season (coupled with the mysterious disappearance of Revive Revival's double, the possibility exists that he may be a replacement of sorts). Regene has high connections within both the A-Laws (often contacting Homer Katagiri at the behest of Ribbons) and the Earth Sphere Federation. When the Twin Drive system of the 00 Gundam is first activated, Regene snidely comments that Ribbons does not know about it despite having access of all seven levels of Veda.
In epsode 7, Regene locates Tieria, who is searching for the MIA Allelujah Haptism on a remote island, and appears before him in an almost angelic apparition. Tieria is surprised to see someone with the same face as his own, and Regene explains that they share the same DNA (with an identical base sequence pattern of "type 0988"). He explains Tieria origins and capabilities, revealing they are telepathic through use of quantum brainwaves and connect with Veda through use of GN particles as a catalyst. Non-verbally, Regene tells Tieria the whole of Aeolia's plan and leaves Tieria with the word "Innovator".
Regene meets with Wang Liu Mei, leaking information on a Federation banquet and arrange for Tieria and Ribbons to meet, hoping to compel the former to join the Innovators. However, Tieria refused and fled after a failed attempt on Ribbon's life. The latter would later scowl Regene for "ruining" the party.
Starting to work against Ribbons, Regene deliberately gave Wang Liu Mei the coordinates of Veda and ask her to follow his instruction by giving it to Celestial Being. He is later slapped by Ribbons, and being verbally punished for the attempted treachery as Wang and Hong Long are attacked by Nena Trinity. He is later seen at the site of Setsuna's and Graham Aker's battle, watching the true power of the 00 Raiser's Twin Drive System in action and remarking on it with a sense of satisfaction. At this point, it is revealed that Regene has indeed been pulling strings behind Ribbons' back and is working towards a plan of his own that is neither Aeolia's nor Ribbons's. After supposedly disposing of Ribbons, Regene resolves to take full command of the Innovators. This triumph is short lived, however, as Ribbons revealed himself to be alive and that Regene killed only a clone that Ribbon created in event that Regene betrays him. When Regene attempts to shoot Ribbons again, he is fatally shot by Ali Al-Saachez.

Starting to work against Ribbons, Regene deliberately gave Wang Liu Mei the coordinates of Veda and ask her to follow his instruction by giving it to Celestial Being. He is later slapped by Ribbons, and being verbally punished for the attempted treachery as Wang and Hong Long are attacked by Nena Trinity. He is later seen at the site of Setsuna's and Graham Aker's battle, watching the true power of the 00 Raiser's Twin Drive System in action and remarking on it with a sense of satisfaction. At this point, it is revealed that Regene has indeed been pulling strings behind Ribbons' back and is working towards a plan of his own that is neither Aeolia's nor Ribbons's. After supposedly disposing of Ribbons, Regene resolves to take full command of the Innovators. This triumph is short lived, however, as Ribbons revealed himself to be alive and that Regene killed only a clone that Ribbon created in event that Regene betrays him. When Regene attempts to shoot Ribbons again, he is fatally shot by Ali Al-Saachez.

Revive takes the Gadessa as an officer in the A-Laws, as the rank of Captain. He was present during Kati Mannequin and Arba Rindt's discussion as to how to ambush the Ptolemaios 2. Revive goes into space with his Gadessa, using its Mega Launcher to push the Ptolemy 2, on Trans Am, off course by three angles, leading it straight in the path of an A-Laws carrier. After the Garazzo demonstrated its power to 00, Revive learns from its pilot, Bring Stability, that Ribbons plans to use Memento Mori. Revive and Bring take their suits into search of Celestial Being, finding their base when he touches the mind of their sleeper agent, Anew Returner. The A-Laws surrounded the base, engaging Celestial Being. Revive fires Gadessa's GN Mega Launcher, disabling the Ptolemy 2's GN Field. He then waits for the cannon to recharge. Unfortunately for Revive, when the particle charge was complete, Setsuna heard his thoughts and raced to stop him. So Revive fired his GN Mega Launcher at 00 but the Gundam avoided it and raced up the beam, narrowly avoiding a surprise saber attack, leaving a GN particle illusion of 00 that disperses. 00 slashes Gadessa in half vertically. Revive ejects his escape pod and rejoins Mannequin's cruiser. Revive is furious that they were beaten by a human when he and Bring received an order from Ribbons to capture 00. Revive and Bring later receive news from Ribbons of the involvement of Hiling Care and Divine Nova. Stunned, Revive expresses his disbelief at Ribbons not knowing of the 00-Raiser's capabilities.

The Demonstration

Seiei/00 Gundam and manages to quickly overpowering 00, slicing one of its GN Sword IIs in half. He then retreats as firing support came from Cherudim and Ptolemy 2. Sumeragi determines this as a warning to Celestial Being. He later meets Revive on an A-Laws base, and tells him that the Memento Mori is being activated, which surprises Revive.
Attack on Celestial Being
Bring later takes part in the A-Laws attack against Celestial Being's Krung Thep base. He proves even more of Garazzo's abilities by overpowering Seravee in physical strength. He then goes to intercept 00 Raiser, which was speeding back to Ptolemy 2. However, Bring was caught of guard by 00 Raiser's enhanced Trans Am capabilities, having heard Setsuna yell, "Get out of my way!" from a distance. 00 Raiser proved to be far more powerful, capable of grazing Garazzo's right shoulder, and then bombarding it. Because of his suit's imminent destruction, Being ejects his cockpit into his GN Drive Tau, just before Garazzo was destroyed. 00 Raiser then on to save Ptolemy, destroying many A-Laws suits, including Gadessa, though Revive managed to eject. They were able to find Ptolemy again on the ground, undergoing repairs and forced to launch Seravee and Arios to defend the ship. Bring/Garazzo engages Tieria/Seravee, all the while trying to appeal to Tieria, saying that he should complete Aeolia's plan with his own kind; Tieria refuses and continues to resist. Just as Bring/Garazzo slices off Seravee's right arm, the others grapple him as Tieria initiates Trans Am, revealing the Seraphim Gundam attachment. Bring/Garazzo initiates a GN Field but Tieria/Seraphim is able to break through it. When Tieria Erde moved to shoot Ribbons Almark, Hiling Care shot the gun out of his hand, forcing the Gundam Meister to flee. After Tieria's escape, they both blame Regene for ruining the party. Regene states that they could have convinced Tieria to join their side. Ribbons says that he wants Celestial Being, even Tieria to oppose them. Hiling explains that the more aggressive Celestial Being acts, the more the Federation public will the trust the A-Laws, and also, she considers that having Katharon as their only enemy is too boring. Regene then comments on the Twin Drive System and Trans Am, which were given to Celestial Being from Aeolia Schenberg and wonders why they were allowed past the first stage of the plan; Ribbons didn't think it was relevant. Hiling then asks Ribbons to have a debut as a mobile suit pilot, claiming that she is useful only for combat purposes.
Battle of Memento Mori
She is eventually sent to join A-Laws to capture the 00 Raiser, which apparently displayed quantization abilities, able to outclass Bring and Revive. She pilots a new version of the GNZ-003 Gadessa to defend the superweapon Memento Mori. She uses her Gadessa's GN Mega Launcher to obliterate several Katharon carriers and mobile suits. Suddenly, 00 Raiser comes into the fray, defending the Katharon ships and suits. Healing licks her lips at this opportunity and charges off to face her foe. After destroying a Realdo, she points her GN Mega Launcher at Setsuna/00 Raiser while he was distracted thrusting his sword into an Ahead but he avoided the beam. Having gained her attention, Setsuna/00 Raiser engages Hiling/Gadessa in melee combat. As her beam saber pushes back his GN Sword II, Setsuna mutters, "Innovator."; Hiling was pleased that he knew but then noticed Ptolemaios 2 racing along the lower ring, right in Memento Mori's blind spot. However, the A-Laws fleet attempted to push it into firing range. Once targeted, Memento Mori fires, seemingly vaporized Ptolemy 2. Hiling laughs at the sight, gloating, "It's over". Though it seemed that victory was imminent and all what Hiling had to do was capture 00 Raiser, Ptolemy had avoided the beam with Trans Am and began to resume its course. The fleet attempts to fire at it, only for their shots to be blocked by Cherudim's shield bits. Hiling/Gadessa ignores Setsuna/00 Raiser and charges up her Mega Launcher, attempting to take out Ptolemy from behind, only for Setunsa/00 Raiser to slash it, reminding her that he is her opponent. Ptolemy soon gets close enough to Memento Mori, as Seravee uses a hyper burst sphere to collide with the superweapon, followed by a salvo of GN missiles, exposing its electromagnetic light resonance chamber. Lockon Stratos/Cherudim snipes it, destroying the superweapon. Setsuna/00 Raiser is then given an order to retreat. Hiling/Gadessa attempts to pursue, cursing him, only for red beams to be fire from out of nowhere. Setsuna takes advantage of this distraction to sever Gadessa's right arm.
She is later seen one one of the orbital elevators in the company of Divine Nova, musing on Bring Stabity getting shot down. Because Divine didn't say a word or show emotion, she offers to "comfort" him if he was feeling lonely but he shrugs her off, stating that he's full of rage.

The two Innovators were soon transferred down to Earth to Kati Mannequin's squadron. Hiling hears from afar, Patrick's attempts to teach Andrei Smirnov how to properly court a lady. Hiling states that humans are so inconvenient, as they can't synchronize like they can. Revive then approaches, saying that Regene isn't joining them; Hiling comments that, "He's a weird one." They then see Kati arriving; Hiling asks Revive if their commander is useful; he answers yes, for a human.
Along with the rest of the Innovators, they assault a damaged Ptolemaios, which had managed to escape an ambush from the other Innovators twice. However, they were momentarily caught off guard by Cherudim's long range abilities that exceeded Gadessa's. Once its Trans Am was up, Lockon/Cherudim took cover, as Allelujah Haptism/Arios and Tieria/Seravee came forth. The Innovators were able to outclass them as Divine/Empruss grapples and electrocutes them. Suddenly, they are forced to retreat due to a coup d'etat within the Federation. A regiment of soldiers had captured the AEU's orbital elevator, lead by Colonel Hank Hercule, who demands that the government disband for hiding the A-Laws atrocities. Kati's force was ordered to stand by while the rest of the A-Laws handle the situation. Revive wonders what Ribbons has planned for the rogues. He the notices Divine's emotionless face and asks if he angry for not being able to avenge Bring. He was shocked that they knew. Hiling answers that since they are the same kind, it was easy to read his mind.

When Revive was captured and taken into Ptolemy, he communicated through brainwaves with Anew to summon her true personality. While calling forth Anew, she drifted off course and Lasse noticed they're off course and asked Anew to adjust. Anew shot Lasse and took Meleina hostage to help Revive escape and take 00 Gundam. Anew still possesses all her romantic experiences with Lyle and asked for him to join her. Lyle faked his willingness to join her and had Setsuna shot him. Using this as a distraction, Lyle pulled Meleina to safety as Anew escaped, regrouped with her Innovator kin, and relaunched in a new MS unit to attack Celestial Being.
Death
Anew was touched by Lockon's forgiveness and willingness to keep loving her. She decided to join him, but at the last possible moment, Ribbons took over her body and mind. Through remote quantum brainwave control, Ribbons made Anew attack Lockon/Cherudim. Lockon/Cherudim continued to plead Anew to stop, but she couldn't control herself. In her final act, the Ribbons-controlled-Anew charged towards Lockon/Cherudim with her GN Blade. As she made her charge, Setsuna/00 Raiser used Trans-Am Riser to save Lockon. Setsuna/00 Raiser shot a fatal blow towards Anew. As Anew was dying in her final moments, the quantum effect of 00 Raiser gave the couple a final chance to convey each others feelings. Lockon/Cherudim then broke off from Anew as her MS detonated. Anew was vaporized in the explosion. With nothing to recover of her, Innovators fled the scene and the Ptolemy crew continues on their journey.
Aftermath
Anew's death was due to Setsuna's decision to save Lyle. His choice was not without Lyle's anger. Lyle distraughtly blamed Setsuna for killing Anew and battered him until his face was bruised and bloody. Setsuna didn't resist at all, he took the beating, fully accepting the consequences of his actions. Lyle couldn't let go of Anew and remembered her has the girl he loved and not an Innovator.

Just like Setsuna, Shadow Reborns is a genuine Innovator. Apparently believing traumas he experienced from the war in his youth had enlightened him to the true meaning of pain and suffering, he considered himself a divine being, and believed he had evolved beyond a mere human being. He sought to show the world the meaning of pain by using an ultimate weapon to deter future wars, by means similar to "mutually assured destruction", and showed no moral qualms about his actions. He even went so far as to proclaim himself a "god of peace," that had to guide the world to maturity through pain. He felt that no-one could understand true peace unless they understood "true" pain.
