Ayanagi City, Sea of Japan.
A futuristic city that had recovered from the disaster that struck 10 years ago, a sudden mass outburst of multiple Apathy Syndrome cases. A highschool student (Shin Kanzato, 17 years old), his younger brother (Jun, 14 years old) and the oldest brother, a young police chief (Ryou, 28 years old) reunite.
It is then that many strange cases occur in Ayanagi City. The crew members of a submarine suddenly disappear. The Apathy Syndrome from 10 years ago is back to throw the world into chaos. Incidents of students murdered in horrendous ways with their corpses turned inside-out.
Ryou is after an organisation who is behind a serial case. When Shin becomes involved, his other form the “Persona” is awakened.
The wheels of fate begins to turn for the brothers.
Shin Kanzato (神郷 慎) ''Persona.''
Seventeen-year-old protagonist. A second-year student at Naginomori Gakuen High School. Always carries a pendant with the shape of a feather, a memento of his father. He also has an interest in art, having several models and is frequently seen sketching. Strangely, his artworks always resemble Personas and in one case, Igor.
In the first episode, he awakens his own Persona.

Ryō Kanzato (神郷 諒) ''I don't mean the house, I mean the city.''
Eldest of the three at twenty-eight. His personality is cold, even towards his younger brothers. He entered the police in order to investigate the strange incidents, becoming the youngest superintendent in history.
In the first episode he is revealed to have a "Persona" of his own, though he doesn't use an Evoker like the main characters did in Persona 3, instead he seems to use his glasses as he removes them before summoning his Persona.

Jun Kanzato (神郷 洵) ''Niichan, What are you doing here?''
The youngest of the Kanzato brothers. He began to lose the will to live after an incident that happened at the time their parents disappeared eight years ago.
He had a twin sister, Yuki, whose dress he keeps. Oddly, Ryō overheard Jun seemingly speaking to a girl, presumably Yuki.

Megumi Kayano (茅野め) ''Oh well, I'll take you there.''
A classmate of Shin's, though he actually saw her at a restaurant arguing with someone the night before.

Kanaru Morimoto (守本叶鳴) ''Mmmmmppph!!''
A somewhat timid girl who is acquainted with Shin, Megumi, and Takurou. She asks Takurō to do a Shadow Extraction on her, which seems to be a forced invoking of a Persona to create a euphoria similar to taking a drug.

Takurō Sakakiba (榊葉拓朗) ''Come on man, just one more time.''
A classmate of Shin's who he becomes acquainted with on the first day. He is an easy-going individual and sports a distinct afro. Surprisingly, he also has a Persona which he displays.
