A lot of Star Force 3 Players wanted to have the Noise Modification Gear and Brothers that they can Multi-Noise. Not to worry, at GBAtemp, there are hackers who cracked the codes for Star Force 3.

Firstly:
Mega Man Star Force 3 Black Ace and Red Joker are finally released. And also there are new things in Star Force 3 than its previous titles. Like Shooting Star Rockman 3, the games features English Voice Acting.
As Players of the Shooting Star 3 waited the much anticipated Star Force 3 and the confirmed subbed voice. They'll the game all over again and check the voices interact.

Rockman EXE Operate Shooting Star (ロックマンエグゼ オペレート シューティングスター, Rokkuman Eguze Operēto Shūtingu Sutā), is an upcoming Mega Man action role-playing video game to be published and developed by Capcom for the Nintendo DS handheld video game console. It was revealed at the 2009 World Hobby Fair in Japan and is tentatively slated to release in Japan in 2009.
The game is a revival of the Mega Man Battle Network series (which concluded with the release of the sixth title in 2005), and is also a crossover with the Mega Man Star Force series, set in the future. It is currently unknown how the 200 year gap will come into play.
Development
- In January 2009, monthly Japanese magazine CoroCoro Comic held their annual Mega Man boss design content.[2] However, unlike previous contests, it was unknown what upcoming Mega Man title the winning boss would appear in, nor was it revealed even after the winner was announced as Clock Genius in the April 2009 issue.
At the 2009 World Hobby Fair convention in Japan, the new Mega Man title was finally unveiled as a cross-over between the Battle Network and Star Force spin-offs. Although it is not yet confirmed, it is believed Clock Genius will appear in the new title.
Details are scarce as of this writing, but more information has been announced to appear in the September issue of CoroCoro Comic (to be available in August).

Black Ace and Red Joker Double the Possibilities

MMSF3 will come in two different versions, Black Ace and Red Joker, allowing two friends to share unique items and powers utilizing the Nintendo Wi-Fi connection, enhancing their individual characters.
As in the previous games, MMSF3 is a unique blend of action and role-playing game (RPG), combining the high intensity combat that is the hallmark of Mega Man® games with Star Force’s strategic battle system. The new Noise feature will add an exciting randomness to battles, encouraging players to explore, collect and battle across the digital world of MMSF3.
In MMSF3, players will travel between the physical world and the digital world via electromagnetic waves that form “wave roads.” Geo Stelar, the protagonist of the game, can see these wave roads through usage of his unique “visualiser” tool. Once in the digital world, Geo can merge with the electronic life-form known as Omega-Xis to become Mega Man. The wave roads are being overrun by mysterious “noise” that change the player’s environment and powers in different ways. This noise is being generated by an approaching gigantic meteor that threatens both the physical and digital worlds of MMSF3, forcing Geo Stellar and his crew to fight the oncoming threat to save two worlds. Fortunately, Mega Man discovers that he can control the Noise, using the new “Noise Change” system to transform into many different forms, including the ultimate “Black Ace” or “Red Joker” forms.

Is there a Fourth Ryuusei no Rockman? or a newly created Rockman Series after the Ryuusei Series?
Here's the lowdown:
The rumors, the rumors
There's been a lot of discussion about a new Rockman title in the works lately. Unfortunately, it's a lot of discussion based on smoke. I haven't seen much of anything that proves the accuracy of what's been going around, including small snippets taken from Japanese gaming magazines.
First of all we have this image that's made the rounds a bit. The legible text does read "hot battle" and "series newest," but what do those things really have to do with anything? Because so little is shown, there's no context to attach anything to. "Series newest" likely refers to Ryuusei no Rockman 3, which currently is the newest game of the series. The different Rockman heads, some have suggested, refer to that Scramble Battle rumor. But again, there's nothing actually available to make this connection. If I had to make a guess, without being able to see the whole page, I'd say the head graphics are there just in promotion of Rockman's 21st anniversary.
Next we have this image mentioning a new Rockman boss character contest. This is indeed one of the lines, although there are no other details. From my own research it appears the boss character contest is starting next month. The immediate conclusion to make is that it's for Ryuusei no Rockman 4. But reviewing trends from the past years, it seems odd that Capcom would begin to promote RnR4 this early. After the first EXE title, every following EXE and RnR title has released in November or December. Thus, promotion for these titles would start around April or May. Of course that's not to say it CAN'T be RnR4, it would just be out of the ordinary if it were. Be that as it may, we won't know be able to judge anything until we know what kinds of boss characters they're looking for.
And now most recently, this rumor pops up. I have to say, a lot of information has been apparently coming from 2CH, but I haven't seen anyone make an effort to link to the thread, or make a copy of the supposed text. Furthermore, I regularly check blogs of Japanese Rockman fans, and occasionally even correspond with them. However, none of them have been talking about anything relating to a new Rockman game besides the announcement of the upcoming boss character contest. You'd think if something was going on there'd be a little more discussion, but I haven't seen any besides rumor propagation based on nothing. To just put in my two cents, an actual successor to the RnR series releasing in the summer would be out of the ordinary. I'm not going to say it's impossible, but there was a year between EXE and RnR, and a year and a quarter between Zero and ZX. Now RnR's successor is supposed to come out in as little as six months after RnR?
Taking all of this in, all I can say for certain is that a new Rockman game is in the works (they wouldn't announce a boss contest otherwise). That isn't a terribly interesting discovery. After all, there's always a new Rockman game in the works. Despite all the rumors going around, I do think we'll hear about this game pretty soon. As to those going around reporting rumors, I'd just say do your due diligence and try to find some substance before throwing things out there.

Sorry guys that this is late. Here's the TV Commercial for Shooting Star Rockman 3 with the song "Stellar" by KCB.
While I played SSR 3, during the fight against Dia Iceburn. I used three Drill Cards and wouldn't you know it, it became this card:
*I think it's a Giga Card for Spade Magnets. 370 Damage, fires two rockets then himself within all three columns. Lucky : )*
Apparently there are more PAs than the mentioned cards from the demo.

As we told you in a previous report, Nigoli was able to obtain a copy of the SSR3 demo through the Nintendo Channel and the demo includes a card tutorial, Lock-on tutorial, Support-Use tutorial, a practice battle, and a match against Spade Magnets. CoroCoro told us that Program Advances will be returning in Shooting Star Rockman 3. Prepare to be a bit disappointed. In this game, a program advance will take three cards and merely form them into a stronger card that you can only otherwise obtain from the Meteor Server Folder as either Black Ace or Red Joker. The demo's folder gives you access to the following three advances:
Cannon + Cannon + Cannon = Impact Cannon
Sword + Wide Sword + Long Sword = Giant Axe
Mini Grenade + Mini Grenade + Mini Grenade = Big Grenade
Something worth noting again is that cards that appear in the background, i.e. the ones that can either have normal function through Single Use or become either Area Eater, Attack+10, Invisible, Mahi Plus, or Kusamura Stage through Support Use depending on their element, cannot be selected by the D-Pad on the custom screen and MUST be touched. For those who have used only the D-Pad in the previous two games, you might want to start getting used to using touch for the custom screen.
Also, a page on the official site has updated. We finally have a complete look at how all the Noise Modification Gear works. As mentioned before, the Progress Stage set will come with 69 cards and they'll come in varying rarities: Normal, Rare, Super Rare.
As stated before, Noised Cards come in five suits: Spade, Heart, Club, Diamond, Shooting Star Joker. They can also come with numbers. It seems the amount of Noised Cards you can use will depend on the suits and numbers. Noised Cards primarily affect Normal Rockman or his Noise Changes.
With White Cards, using a card will change your four equipped "White Cards", essentially the Favorites of this game. As mentioned before, they are considered to be the same as Favorites in the last two games in every way except for the fact that rather than freely choosing any set of cards in your folder to be turned into White Cards, they have to be selected as a set of four and are attached to the end of your folder. They can either be downloaded from Wave Stations or downloaded to your game through the Noise Modification Gear.
The real new information is the Rezon Cards. You only download one and it's the only one you get. The name of the card is displayed on your profile. However, there are other ways to get more upgrades. As we know, Brother Band has been replaced by the Team System. On the customize screen in the game, you will see a table display for Rezon Cards, with the members of your team, including yourself, displayed on the left and all your upgrades displayed on the right. On the bottom left screenshot in the image above, you can see a shot of what a team customize page looks like with no other team members. The player has only the "Ultimate Wood Master" card equipped and only gets Wood Star +3 and First Kusamura Panel equipped. However, with two other members on his team, as seen with the bottom right screenshot, the player gets access to another "Ultimate Wood Master" card, granting him a total of Wood Star +6 and he has access to another card that grants him "FM Vulcan" as a charged shot and Normal Star +3. In other words, you get access to the Rezon Cards of all members of your team.
Also worth noting is that the profile page no longer seems to display an entry for Best Combo names, meaning it is likely that the Best Combo system and Legend Force system may have been discarded. The profile system now consists of a mugshot (we don't know if Custom mugs will return. Possibly not as mugs now display your equipped Noise Change for Brother Cards), your character's name, your Kizuna Ryoku, a comment, your equipped White Cards, your team icon, team name, and Rezon Card.
