The original idea was centered around world after third world war, with the major capital cities having non-urbanized holes inside of them, created by nuclear bombs thrown by an unknown country which ended up creating mutated people with "superhuman" abilities.

The anime begins with the main character running along a street with his sister, a needless, while being chased by a needless capturing and killing machine. Our guy is told by his sister to run while she deals with the machine and as it appears, end up being caught in explosion and dying. Little boy keeps running, another machine appears, but he is saved by a mysterious priest. He was part of a rebellion of 400 hundred against the CEO of pharmaceutical company, SIMEON, which ended up killed by 4 needless and he is running from battle. He escapes along with priest to a "church" where our main characters reside. His resolve is running on his sisters and comrades deaths
NOW, there are a few glaring issues: First about 0 grieving - the series handles killing awfully light, definitely a missed opportunity to look in deeper inside afterwar society - generally, awfully light. No explanation, where the people get their money, no jobs save for robbing other ppl(who must get their stuff somewhere?), no ground that bears crops aside from some sunflower areas. It is supposed to be non-urbanized area? Also, the first SIMEON's ppl sent they kill in front of church and just leave the body there. First time they actually treat life like sth of value is when the protagonist almost ends up killed.
Furthermore, it is strange that there is nothing about government in that unlawful hellhole. No police, shops, jobs, etc.In the middle of a city. The most organized thing is SIMEON's company, which tries to take over the hole by force and to reinstate slavery.
Plus points for having ppl to actually die, but series tends to be too much geared towards going through sorting algorithm of evil and no attention to society, laws, morals or lack of them therein.
