I would like to start by saying that I really enjoyed Noein. That being said, it has a couple flaws, which may or may not irritate you, depending on how much of an "it's from Japan so it's automatically flawless" sort of anime fan you are. (I tend to be a little more critical).
Firstly, the jumping back and forth between place/time slows down and fragments the progression of the story. Also, the time-travel concepts, based upon interpretations of scientific theories, are used somewhat vaguely, in that "let's make up some physics as we go and OH NO THIS WILL END THE WORLD" way that anime tends to deal with science.
That being said, this anime has strengths in the areas of exploring friendships/relationships under the stress of impending armageddon. The character designs are unique and interesting, and the Dragon Knights' fights are pretty nifty and flashy. Another cool thing is that (apparently, since I've never been to Japan myself) the city where Noein takes place is based quite accurately upon the actual layout and buildings of Hakodate in Hokkaido.
A compelling and fun watch, particularly if you have enjoyed Dennou Coil, Shangri-La, or Eureka Seven.
