Well Luffy's just all around silly, sanji is obsessed with the opposite sex, nothing wrong with that, and zoro is just directionally challenged. All around silly is Brook and Franky. Although with more and more characters popping up, the title for silliest is going to be difficult to win. And yea Buggy is pretty bad.
