But personally, I think it's more than just a heap of money. I think it's something very important and grande but not just a pile of gold and money.

I think it's more like those who could had no interest in it. Shanks and Whitebeard's crew could have definitely made it to Raftel, but they had no interest in becoming Pirate King. So it's not hard to believe no one has made it to that island in 20 years.
