Overview
-Rino Randou or Rando is a teenage girl who seems to be an orphan. Somehow she is sent to an elite girl's school. She shows up pennyless, desperate carrying a hand puppet named Puchan. At times Puchan seems to talk on his own. Rino is befriended by the president of the Best Student Council, Kanade. Kanade arranges to get Rino put on the council as secretary. One of the benefits of holding office at the school is free lodging.

Rino and Kanade have an almost daughter/mother relationship. They become roommates. There seems to be some sort of a secret connection between them. Rino is clumsy and less mature than the other girls on the council.
