Wu Fei is afraid to fight because he's afraid that battling Oz would mean he could face Treize again. He's convinced himself that Treize will always be able to beat him. He conceitedly believes he has no more room for growth as a warrior.

If you'd stop and think for a moment, you'd realize what he meant. If you are only willing to fight those weaker than you are and always run from those who are stronger then that makes you a bully and a coward.
