I say this anime is driven by its characters not because the story sucks, which is not true as I think the story is flawed but overall good, but rather because its has believable characters. These characters need not be overly complex to feel real, instead we are presented with their clear motives, and also with strong relationships that, ultimately, lead to character development.
This anime has a "bromance," or a very soft sexual tension between the main protagonists. This tension is not, however, what defines their relationship, and is not even very fanservice-cy as in other animes such as 07 Ghost. They are just two people who care very much about each other, who even love each other, and who just happen to be both male.
On terms of genre I'd say this is a sci-fi adventure with tints of supernatural, which I personally disliked. The story itself is quite simple and nothing revolutionary, but it achieves to retain a certain mystery throughout the entire 11 episodes. I dislike going to specifics, so I'll just let you know that No. 6 is an utopian city, and we all know that there is no such thing as a true utopia.
If you want to see an anime which builds meaningful relationships between its characters, that tells a simple but effective story and that ends in a satisfying fashion, and you can stand few but constant homosexual hints, or you happen to enjoy them, I strongly recommend you to try this anime.
