I do know that the "Upper Class" people in that society have control over there telescreens. As far as I know the telescreens are in all public establishments and some are even hidden.
I despise Cliff/Spark Notes at times. The Telescreen for all intensive purposes can be considered nothing but a security camera of sorts. It also delivers a steady stream of propaganda to the public.
Don't worry about the concept of Newspeak in 1984, but look at as a limitation instead. It puts it into perspective nicely for me and maybe it will do the same for you.
