I think it's a foul on Hanagata too. That said, restrictive zones weren't in the rules yet. Slam Dunk is a circa 1993 show. NBA introduced no charge zones mid-late 90s (around 1997), FIBA 2010, JBA is like FIBA, NCAA doesn't have them.
