History: Saito was the 3rd division leader of the Shinsengumi at the end of the Tokugawa era. Kenshin and him have fought before. The fights always resutled in a draw, leaving Saito anxious to beat him. After the Bakumatsu, Saito changed his name to Goro Fujita and became a secret police officer for the government. Saito is asked by the government to test Kenshin's strength, in order to make sure he's capable of defeating Shishio. If it hadn't been for the minister who interfeared, Saito would have fought Kenshin till death.
Saito is in a strange way Kenshin's ally throughout the entire series. Even though he uses him in the fight against Shishio, he remains to give him information. Strange since he's always looking to settle the score...
