I'd recommend lots of Studio Ghibi movies. Castle in the Sky, Totoro, Kiki's, Ponyo for all ages. Spirited Away, Nausicaa, Princess Mononoke, and Howl's Moving Castle for older kids that can handle some blood/scares.
There are plenty of tv anime series aimed at kids too, like Pokemon, Yo-kai Watch, etc.

Of course they can, just chose age appropriate/child friendly ones for them and check it out first to be sure it suits your child.

Why not.

I've been watching anime since I was 8, pretty much anything that I was able to come across in the 90s.

It's difficult for me personally to grasp what is 'appropriate for children' though, because I have literally been watching just about everything since I was young because I hung out with my cousin who is 5 years older than me. I've personally never experienced any violent tendencies or anything like that, and I use to watch all sorts of splatter films and everything with my cousin.

Kids can watch any cartoon or animation they want as long is it isn't adult comedy or anything that only grown-ups are allowed to watch. If it's clean enough or if the story is legitimate enough for general audiences, then go ahead. Speaking of general animation, Steven Universe is inappropriate and disgusting, I would never recommend that garbage to anyone.
