Why isn't with the the Light (Hikari to Tomoni) an anime?

Let me start this discussion by stating this simple fact. There are not many characters in anime with ASD (Autism Spectrum Disorder). Hell even Ai Kunogi from Shirobako exhibits many Autistic traits and symptoms but she's just described as "shy."

I am a young adult Autistic man. I read all of With the Light: Raising an Autistic Child and learned so much from it. Not only did I learn more about my own disability but I also learned more about Japanese culture and how they treat and perceive Autism (or Jiheisho in Japanese).

This manga series is very page turning and excellently organized. Considering Keiko Tobe collected information from parents with Autistic children and used it as reference material for her writing.

So I finally lead to my core question. Why isn't Hikari to Tomoni (With the Light) a full fledged anime? And more importantly, how can we get one to be made?
