Blade of the Immortal by Hiroaki Samura and Planetes by Makoto Yukimura have absolutely breath-taking art. They're fabulous seinen manga serials as well.

The art isn't the only thing amazing about Blade of the Immortal. The paneling and illustrations themselves are almost unparalleled in displaying the geography of the fights, IOW you always know where people are and how their locations and relative distance to each other influence the fight. IMO Blade has the best sword fights in Manga, even better than Kenshin, as much as it hurts to say that.

Innocent/Innocent Rogue (Sakamoto Shinichi)
Extremely detailed art, historically accurate clothing(!!!) and I love the faces/facial expressions he draws.

The art in Kokou No Hito is pretty good as well but especially the facial expressions of the characters aren't as good as in Innocent (the MC always looks so surprised)

I really enjoy the mangaka for My Hero Academia's art style. I'm not sure what it is, but the way he draws characters emphasises their emotions so well just from one panel, much more so than the anime. Another thing is that he likes to put emphasis on his characters' hands which I find pretty cool seeing as how some people struggle with hands the most when drawing.

The mangaka for webtoon "4 Cut Hero" does really well too, his use of colours and the ways he draws the effects makes each panel come to life and even more so, easier to follow. Even in the cheekier and more comedic senses when the art style changes from normal to chibi, it helps to enforce the mood of the panel, but still give the characters their spark of life.

I think my choices are a little bias since their some of my favourite series for both their story as well as their art.

Hyper Police has one of the best art-styles that I've seen from the mid 1990s, so very underrated though.

For me, Witchcraft Works' art is simply amazing.
The "supernatural" elements are so detailed and stylish, simply intoxicating to look at. And the covers for the tankobon are very artistic. The title is even written in cursive style.

Mobile Suit Gundam: The Origin's artwork is perfect, I had a hunch that Venus War's mangaka was an artistic genius. In addition, Fullmetal Alchemist has the best modern manga artwork I've ever seen.

If you like this style, check out Discommunication by Riichi Ueshiba (same guy who did Mysterious Girlfriend X). Lots of super-detailed drawings that you could stare at for hours.

Artistically very talented, but to me personally, too "busy". I find myself having to scan certain scenes slowly just to make sense of what's going on, what with all the shading, patterns, etc. that's put into it.

For me it would have to be Katsura Hoshino's art, the mangaka behind D.Gray Man

Just read Nonscale by Mebae -- it's an bizarre series of shorts and one-shots (all seinen romances with some odd twist or supernatural element). The stories are hit-or-miss, but the artwork is gorgeous.

For me it's Marry Grave. It have one of those old drawing style to it like trigun for example but made it very detailed.(It's not an old manga btw) I recommend reading it because the plot is good, character development is good, and it have great potential.
