Does it seem to anyone else that Black Clover episodes seem to be really short and not a lot happens in them?
I feel like every two episodes should be in one. Thoughts?

Well, when a manga is adapted into an anime it's usually 2-3 chapters per episode. Black Clover's first 6 episodes covered chapter 1-4. Normally, filler is for a series which is quickly catching up to the manga, to give the manga a bit of time to come out. However, Black Clover seems to think that filler is such an integral part that it basically fills up the show with it. When watching black clover only about 20% of it is actually canon, the rest is just it wasting time.

I would classify it more as "padding" than "filler," but otherwise agree with ChaosOpen's sentiment. It's pacing itself like a long running show that's out of material, but proactively I guess to stave off the eventual running-out of material.

Filler: Entirely new adventures, nemeses, recurring characters or side stories. Usually the characters "randomly" develop some kind of emergency, or all get together for tropes like hot springs/beach visits or "a day in the life" episodes.

Padding: Additional scenes between what's in the manga to pad out an episode, usually expanded conversations, travel scenes, longer canon fights, etc. These scenes believably could be happening between point A and B of the manga, they're not a detour.

Black Clover at times strains the definition though ...
