I don't know how they will enforce this though... Are you going around asking possible witnesses about what happened and then arresting them for not calling 911 ?

It will definitely need some specific wording/rules.

Scenario: Large building catches fire; fire department is flooded with calls, which may make it more difficult to manage the situation along with other simultaneously occurring emergencies (likely in how emergency respondents are distributed for the emergenc(ies)).

More likely, it may be to avoid everyone only video recording the above scenario instead of making important decisions (call emergency services).

in theory not reporting a crime is against the law, well that's what Arizona thinks at least. with all these cameras in the states alone it's not going to be that complicated to see who could be breaking the law, equally so how can they know of a fact. in my opinion this sounds like a piggyback law to see something, say something. granted if they offered reward for every single illegal, wow talk about the call ins! in some states they offer rewards for those who report crime such as tossing out garbage and so forth, so, give a few hundred bucks for illegal snitching should make people stop not reporting it. stranger things have happened...

Seriously though, seems like government overreach, difficult to enforce, and very easy to use to blackmail/frame others.

I looked up that cellphone video of a man drowning. The area has no "swimming sign" so i don't know how the guy got in :? The teens don't know how to swim from the look of it. Also, if you called the police before then you know their typical response time so do you think they will get to him in time ?

Those teens are stupid for what they did but what are you going to charge them with ?
