In my case, Ash Ketchum. Even when I was a kid watching Pokemon, I knew that there were too many problems with Ash Ketchum that prevented me from rooting for him.

He goes through several episodes worth of filler that too often involves him saving either his Pikachu or another Pokemon from Team Rocket. He also challenges vastly superior to Pokemon trainers and loses to them like God-knows-what, even when his Pikachu should be level 100 and above. For gym battles, he never wins them the right way, earning gym badges either out of luck or pitty, but rarely anything in the way of skill or strategy as any good trainer should. And, it's this combination of factors that, even when up against a Pokemon trainer who is even more incompetent than him (e.g. Cameron) or a Pokemon whose type was weakest against his own (e.g. Alain's fire-based Charizard against Ash's water-based Greninja), he ends up losing in the end, to the point that twenty years later, it's getting old and pathetic.

But the series will continue going on and reduce its own main protagonist into a perpetual loser, because the Pokemon anime series is just an advertisement for the Pokemon video games, and kids will watch it anyway because they aren't that fully developed enough to distinguish quality from crap.

Well, being incompetent is pretty much Excel's claim to fame, besides the extreme hyperactivity and motor mouth. (Excel Saga)

Most of them. It's how you keep grinding out stories.

Wrote out a post for Ash, and then looked at the OP... Do I count?

This was actually a harder question than I thought it would be because most anime protagonists (even the incompetent ones) rely on some moment of brilliance to get through their respective conflict. I'd say the two most consistently incompetent protagonists would be:

Yuuri from Girls' Last Tour, as she simply does whatever comes to her mind despite Chiito often blatantly warning her not to in an immediately preceding scene. This dynamic is what makes the show fun, though, because Chiito and Yuuri both desperately need one another to survive.

Some may disagree with me, but Saitama's main internal conflicts rely upon him being too incompetent to properly network or branch out. It's definitely what makes One Punch Man interesting though, as ONE set up a protagonist who will never be unable to accomplish a feat of strength but in return lacks the creativity to use said strength to its full potential.

Irresponsible Captain Tylor, depending on if you think his stupidity is genuine.

Yep, I can't stand her. And dear good that voice. My daughter was watching this and hearing Usagi talk hurt my ears.

I guess I would need a more refined question. In general pick an anime Character and I can prove they are incompetent at something. I think for Pokemon (only saw like 5 eps) I think the point was he doesnt let failure diminish his resolve. A good morale value to instill rather then the stereotypical Good guys always win(not very realistic lesson either).

In general I would say Hanabatake, Yoshiko from "Aho-Girl" as it seemed like the simplest conversations or tasks got side stepped for a banana or random event. Though her incompetence is what made the show funny... so not sure if thats what your looking for.

Kamijou, Touma from "A Certain Magical Index" seemed to be prolfic in his incompetence. Both in reading social queues, home life, and when to get out of a situation.

Alternatively we could consider Akatsuki, Kojou from "Strike the Blood" who consistently was baited into sexual harrasment claims by cute loli's as well as needing someone to help him in the simplest of fights despite being utterly OP.

For the record Incompetence: not having or showing the necessary skills to do something successfully.

EDIT: Ahh how silly of me, how could I forget Kowata, Makoto from Flying witch.

Tough question, actually, as by definition a protagonist is the "hero" of the story and therefore requires breakthroughs/achievements of some sort for the story to progress. Ash is definitely a good pick though, even if his incompetence is 100% by design (I can't remember where I read it, but the show writers said he'll never defeat the Elite 4 as that would effectively be the end of the show).

A good example, imo would be most of these Harem-Romcom MC's. They generally do... nothing. At all. Say some nice words, get several lucky-pervert moments, and the girls all fall head over heels. With only a few exceptions that I can think of, they are designed to be as average (in some cases below average) and personality-less as possible in order to allow the reader/viewer to project onto them.

(But only because I've already used up my weekly quota of Sgt. Frog jokes in Commander's threads already. Otherwise, we'd go into extra innings.)

Unless, of course, you have Sailor Venus to take care of you:

Then again, it could just be a tie:
