Is there a way to lock the resolution on your smart TV app or is that something that could possibly be implemented?

I live in Australia and with no Oz based servers I have a really hard time streaming shows on my TV as the video will render a small amount and then try to go to a higher res and then can't keep up buffers for a moment and then goes back to a low resolution and repeats all the time. I'm luck to get more than 30 seconds without it doing it to me and it's really hard to watch. On my PC I have to stream 480p to keep a constant video playing and I'm fine with that but the TV want's to go to HD all the time. For reference I have a 100mb connection so bandwidth isn't the issue.

Anyone able to help, refer me to somewhere to make a suggestion or am I stuck?

You can try messing with the Default Video Quality setting here: /acct/?action=video
I'm not sure if it's going to stick for the smart TV app, I tried forcing a lower resolution on the PS4 app a while ago and that one seemed to go with the highest resolution it figured it could handle regardless.

Also, the latest version of the android app supposedly has a working quality switch in the settings now

That setting affects only the website Flash player, unfortunately.
