Curious, what exactly happens during a shut down? Do they literally not pay everyone including fire fighters?

Military, police, firefighters. Airport security

Anything government funded. Does not get money.

I'd shut down just the part that funds the TSA and wait till all the TSA agents quit then close the agency. Serriously who needs high school dropouts molesting you before getting onto a plane and making sure you have the over priced mini tooth paste dispenser. They miss 95% of actual problems. Let's just copy the Israeli way that is proven to work.

The you would have to hire all 42k screeners back and increase the number of "high school" screeners to about 150k (assuming you increase security in mid tier airports also).

Implementation of the Israeli method would be great BUT they have approximately a 3x ratio the number of security personnel to the US (based upon current staffing). In addition, the majority of the screeners are ex-military (by-product of the compulsory service) which is also a key element of the approach. They ask people to produce hotel receipts, account for their whereabouts in the last 2 weeks, quiz on places you said you went to, who you like in politics (really - that threw me when it happened)

In other words, we would have to hire a boatload of ex-military at very low wages (about $20/hr average) to do a job which has low retention (about 60-80% 5 year turnover). You could do a reasonable thing such as compulsory military service and shift TSA into a an MOS but that too will not solve the problem. One of the biggest problems with adopting the Israeli method is that the US has a much wider geographic spread, a much larger number of airports/transit stations, far more travelers, and much broader security concerns. In addition, most US people would be upset if they were told that they could not travel if the government did not like your political position (Shin Bet has done that quite frequently). Imagine if you were an anti-abortion activist or a pro-choice activist barred from travelling anywhere in the US based upon the current government ideology. This is not hyperbole since it is a stated part of the "risk profile" method used in Israel (activists are more likely to be a security risk)

The president has to take a paycheck. Trump couldn't do that so he set his pay to 1 dollar annually.

Right now 1/4 of the government is shut down. The other 3/4 is still on because they split up the omnibus spending bill into 4 parts.
