Are there any anime fans who CAN watch anime RAW and not watch subs?

Whether someone here or someone you know....perhaps.
Of course you learned the language very well enough to be able to watch the series without subtitles. You no longer need to watch subs because you learn the language.

I watch raw anime, therefore I am... what else is there to explain??? I read manga and novels and play games in Japanese as well. I use Japanese at work. I lived and worked in Tokyo for a while.

For many series, you don't even need a full command of the language. It's possible to figure a lot of stuff out purely from visual context, and, really, it's kind of fun to just experience a show without having to read subtitles. There are a lot of shows, especially older ones, that remain undubbed, unsubbed, and generally untouched, so, sometimes, you watch something in any format you can.

I require sub when I watch Japanese tracks. I may listen to the Japanese and pick a few words out, but I am in no way fluent in Japanese.

I would, but I find that movement is kind of slow. The same frame seems to stay on for a while, and reading helps to take away from that, making the experience better. Also, I'm afraid there may be something said that I wouldn't get (like maybe some pop reference or rare word/phrase).

With the Anime Watamote i was obsessed with, so i used to download the RAW one day earlier. I know many Japanese words so i did understand what was going on.

I've watched stuff raw in the past when I didn't want to wait, but didn't understand anything outside of big or contextual stuff, and maybe I'd recognize the occasional line.

Now, I'm a bit more patient, and with CR, there's not really that uncertainty of "when will a group put out subs" for TV shows.
