A couple of decades ago, neural networks were a big thing. They mimic neurons and brain cells and learn by experience, not by programming. Seemed they might end up being the positronic brain that Isaac Asimov wrote about. They become impossible to understand when they get larger than a few neurons. Haven't heard about neural networks in a good long time now, so there must have been a stumbling block. I do remember that slight differences in the chips would affect the network, so maybe they couldn't be reliably reproduced and were commercially useless. If that could be overcome, I think you could have artificial consciousness, though I doubt it would be like our own.
