My Group D Votes

Match 1: Makoto Kowata

Match 2: Satella -- I feel kind of bad about this vote, because she hasn't really appeared as an actual "character" yet, but let me defend it.

The same way that settings or things like nature (wildlife, weather, etc.) can be characters in stories, Satella is this overhanging, driving force that sort of orchestrates how others behave. I don't think it's a coincidence that a "White Whale" appears as a character in Re:Zero. Like Moby Dick, a character doesn't have to say anything or really even do much to be important -- it's the concept and meaning behind it that can work, and in Satella's case, it works well.

Satella is the Moby Dick of Re:Zero -- the motivation and reason for why other characters act the way they do.

As a fan of JRPGs and such, I'm also a bit lenient when it comes to stuff like this, lol. The final boss can sit in a tower for 96% of the game, but still feel like they're always influencing the world and leading an army. In that sense, Satella is a lot like...Ganon in Zelda. You might not even see him until the final stage, but other villains do things for him, there are legends about him, people talk about him, the world is the way it is because of him, and so on...

Yes, I agree with both of your guys' examples. It's very interesting to have a villain like that. Always looming in the background and essentially has a hand in everything despite never really being shown. I like Sauron and Ganon for the same reasons.
