It is because the UK is a high tax & high spend economy while America is a relatively low tax and low spend country. Prices are a lot higher in the UK due to indirect taxation but in return residents receive free health and social care. In theory the lower prices in America are to allow people the choice to invest the money saved in care plans or something else. Tourists though just see the lower prices without considering the wider economic factors.

There is also the issue that the USA is the biggest economy in the world, so buying power would allow cheaper prices even if our tax and spend policies were aligned.
