Hmm. Well I'm writing after only one episode, so consider this more along the lines of a first impression than a proper review.
Atsushi looks like an adult but is of elementary school age. His sister, Atsumi, is in high school but is small for her age and therefore looks more like an elementary school student. Misunderstandings and hijinks ensue.

Hmm. Well I'm writing after only one episode, so consider this more along the lines of a first impression than a proper review.
Atsushi looks like an adult but is of elementary school age. His sister, Atsumi, is in high school but is small for her age and therefore looks more like an elementary school student. Misunderstandings and hijinks ensue. Each episode is 3 minutes long, which is just about enough time to set up two or three gags. R&R is made by the same people as Moritasan wa Mukuchi (which becomes obvious when Maya and Hana make a cameo in the first scene).
Thinking too much about the series' premise won't really help. Absurdity exists for its own sake. Best to simply accept it and move along. The jokes, so far, at least, rely heavily on irony (we know that Atsushi is really a young child, but thanks to his appearance everyone around him thinks differently). Like M wa M, this series exhibits a light-handed but effective development of, and affection for, its characters, all the while being able to laugh at their eccentricities.
Which is all fine and dandy, but is it any good? I watched the first episode through once and found it enjoyable, if perhaps a little obvious. I watched it through again and enjoyed it just as much. You'll see the punchlines coming a mile away, and on consideration the whole thing might be utterly silly, but it's also has some sympathy for its characters and is honest with its approach, so I can't help but like it for that.
But what the heck, it's 3 minutes long. Just watch the first episode. Then you'll know if you like it. It took me way longer than 3 minutes to write this review. So you win. Congratulations.
edit: I meant to add, in case you were wondering: Randsell is an anglicized form of the Japanese pronunciation of the old German word Ränzel, meaning rucksack, satchel, or backpack. So wonder no more.
