I think i know where that girl's head is... Her head is the head of the girl with brown short hair we see earlier. If you look closely, you will see that that girl's neck was a scar going all around her head like as if it was sown on.

Celty does remind me of those Venus statues that has the perfect form without the head.. (o.o) ofc the statue ones dont have complete arms though, but Shinra's right... she's perfect the way she is.. o_o I hope we dont have common taste >.<
