But double negatives are common in other languages - and meaningful as well. In this case, it means he was famous for being an ex-heavyweight champion, but now he is infamous for being something else.

"He used to be an ex-heavyweight boxing champion." This is a redundant statement. If "he used to be", then the "ex" is an unnecessary adjective.
