Having played Persona 3 and Persona 4, I thought it would be interesting to check out this series. On the whole, it a was fairly enjoyable. I had a hard time getting a handle on the characters and parts of the plot though. After watching it halfway through, I decided to go back to the beginning and start again. Things made much more sense on the second viewing. The story has a lot of elements that get cleared up as the events in the year prior to the current setting are revealed. So, plot elements that didn't make sense initially are start to fit into place like a jigsaw puzzle later. I found this to be rather annoying though.
In addition, I probably had preconceptions of what the personas and persona combat would be like, since I played the games. Beam attacks didn't quite fit into that preconception.
This anime notionally builds on the Persona 3 universe, but it introduces a lot of apocryphal elements. Anyone expecting an anime that relates closely to the games or manga may be disappointed. If you get away from the inevitable game comparisons though, I think this series stands on its own reasonably well. I thought the music was pretty good too.
