Strenght
Reborn!'s action can be describe as exciting and bad-ass. Its action applies combat strategy and involves fictional physics regarding how powers work in the world of Reborn! The powers are also quite creative because of its mafia-based theme. Although the powers are unrealistic, it fits right home with Reborn!
The protagonist is a real bad-ass when he finally develops his power later on the series. In fact, you will want to avoid blinking when Tsuna is on fire (literally). It just get's better when his theme music "http://www.youtube.com/watch?v=DawIbXJ4W6s" plays while he is in his bad-ass mode.
Weakness
The comedy and drama of Reborn! are its weakest link. Do people still laugh at jokes about people slipping on stairs? In my analysis, the anime is to blame, as jokes are more about timing and execution than the joke itself. E.g. If you give the same joke to different people, some can deliver it really funny. Unfortunately, the anime fails on timing and executing most of the joke of Reborn!. I won't be surprise if you skip straight to arcs where its focus is on action than comedy.
Episode 20 is where the good stuff begins. I watched 1-19 because I thought "just in case." I regretted that decision because those episodes were very painful to watch. The good thing, The next arc after that, Episode 34, is the arc where you will regret calling Tsuna a "wimp" and a "lame" character as he is definitely a bad-ass boss.
Speaking of lame, Tsuna is lame at the beginning of the series. He is a coward who just want to run at every bad situation. It will get to a point where he's annoying more than being a comedic relief. You could either bare with it or jump straight to arcs depending on how much patience you have.
Who is it for?
If you are looking for great action that involves strategical concept applied to it, Reborn! has it. If you like bad-ass protagonist, Reborn! has it. Although, you have to dig in 50 freaking episode to get to that point where Tsuna finally master his powers. Don't expect laugh out loud comedy where you will be choking on your food nor expect drama that will make you reflect on life. The comedy of Reborn! is more of a cutesy-type-that-makes-you-smile-of-a-comedy. It's hard to care for its drama either.
