I remember this when it came out on the WB as a kid, and it was because of this show that I played the games. The anime itself is quite entertaining, with cheesy movie lines, the fact that the show doesn't focus too much on the hero but the supporting cast as well as the villains. Due to their bumbling efforts to stop Joe, as well as their little quirks, it makes you want to sympathies with them. Which colors them as not such a bad bunch of guys. It's nice that you get a better understanding of each one (or sometimes three!), which makes you want to root for Joe even more, not because he's the hero, but because you understand the care he has for each individual he saves.
Some of the lines are dodgy and at times really out of place, but it all works out, and each character isn't like the other and despite lacking in facial expressions, their emotions come out better, all due to great voice acting.
The music is really cute and juvenile, and matches really well with the actions taking place at that moment.
The animation for the most part is really wonderful, except for a couple of episodes mid season where it looks like they either got a new animating director, needed to cut cost, or just got lazy! But it gets bumped up again in the last 5 episodes, where it really needs to count!
This is a great series (game and anime), that is highly unrecognized. Maybe if more people new that, Crunchyroll would go ahead and upload season 2 with subtitles!
